What better way to make use of the large amount of ocean space than by creating enormous floating cities that can accommodate thousands of people. This gigantic 3,000 feet by 1,600 feet Manta Ray-shaped ocean metropolis created by French artist Jacques Rougerie will be able to house up to 7,000 people from researchers, instructors, and students to tourists and vacationers. It will have accommodations for scientific labs, classrooms, residential quarters, and areas for recreation and lounging.
